SUMMARY
Synopsis of Bill
House Bill 900 appropriates $210 thousand from the general fund to the Commission of Public
Records for the purpose of enhancing the New Mexico history publications history series admin-
istered by the State Historian.
Significant Issues
According to the Commission of Public Records, the availability of authoritative historical works
on various New Mexico themes that could be of use to educators and scholars could potentially
strengthen the teaching of New Mexico history at the secondary and postsecondary levels. These
works could also prove valuable sources of information on NM history for students and anyone
interested in the state’s rich history.

FISCAL IMPLICATIONS
The appropriation of $210 thousand contained in this bill is a nonrecurring expense to the gen-
eral fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2006
shall revert to the general fund.
According to the Commission of Public Records, the appropriation contained in this bill will
provide funding for contracting with a project manager, compensation for contributors and for
printing and distribution costs. The intent is to use the appropriation to produce the first three in
a series of ten publications. The first three volumes then would be made available for purchase
(pursuant to the agency’s resale program authorized in Section 14-3-8.1 NMSA 1978). Revenue
from sales would be deposited to the agency’s revolving fund and used to defray costs of produc-
ing future volumes in the series.
ADMINISTRATIVE IMPLICATIONS
The agency states that the State Historian’s staff relies on the support staff of the Archives and
Historical Services Division but the administrative support that staff can provide is limited. In
order to produce the series as envisioned, additional resources, in particular a contract project
manager, would be necessary.

This bill duplicates Senate Bill 607 and a section of Senate Bill 399.
OTHER SUBSTANTIVE ISSUES
According to the Public Education Department, it has been more than 40 years since a project
like this was published by the University of New Mexico, the Calvin Horn Publication Series.
This work was an educational volume of comprehensive, documented research on New Mexico
history. This new project, through the State Historian’s office, will develop materials around
themes in New Mexico history (i.e., education, labor, government, gender, religion, conflict and
civil rights, social history, literary history, art and issues of Diaspora).
