SUMMARY

Synopsis of Bill

House Bill 884 appropriates $1,000.0 from the general fund to the Department of Public Safety

for the purpose of providing funding at the state, county and municipal levels to purchase audio-

visual equipment to record interrogation proceedings and confessions of persons being investi-

gated in relation to criminal matters.

PERFORMANCE IMPLICATIONS

PDD reports recording statements help the attorneys review conditions under which custodial

statements are given. PDD states it will cut down on unnecessary hearings for the prosecution

and the defense.

FISCAL IMPLICATIONS

The appropriation of $1,000.0 contained in this bill is a non-recurring expense to the general

fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2006 shall

revert to the general fund.

PDD states costs to the system as a whole will reduce due to fewer suppression hearings and tri-

als to argue over what was said in an interrogation proceeding or confession.

ADMINISTRATIVE IMPLICATIONS

Department of Public Safety will need to distribute the funding for the equipment to the state,

county and municipal levels.
