SUMMARY
Synopsis of Bill
House Bill 821 appropriates $50 thousand from the general fund to the second judicial district
court to operate the Say No to Abusing Power program (SNAP) and the Program to Empower
Girls (PEG).
Significant Issues
AOC notes appropriation is for operations of the existing SNAP and PEG activity within the
Second Judicial District.
In March 2002, the Second District Court Children’s Court established a violence prevention
program called Say No to Abusing Power (SNAP). SNAP addresses family violence by helping
young men in conflict with their parents. The program finds ways to intervene in violent behav-
ior problems before adulthood. The program also provides support for mothers of the children
with group and individual family counseling. One administrative assistant and two counselors
with the Youth and Family Counseling Program staff the SNAP program on a volunteer basis.
The Second District Court started the Program for the Empowerment of Girls (PEG) in July,
2004. It is an intensive 16-week juvenile probation program serving girls with a history of vio-
lence, either as a victim, witness or offender. The program is administered through a team ap-
