SUMMARY
Synopsis of Bill
House Bill 804 appropriates $200 thousand dollars from the general fund for expenditure in
FY05 and subsequent year to CYFD to hire and provide ongoing training of childcare licensing
surveyors. The bill contains an emergency provision.
Significant Issues
Each CYFD child care licensing surveyor is currently responsible for regulatory oversight of 70-
85 child care facilities. CYFD indicates a manageable caseload is approximately 50 child care
facilities per surveyor. There are currently over 1,000 licensed providers in the State. CYFD
notes that hiring of additional child care surveyors would provide for manageable caseloads, al-
low for ongoing training, and increase capacity to monitor additional after school programs.

FISCAL IMPLICATIONS
The appropriation of $200 thousand dollars contained in this bill is a recurring expense to the
general fund. Any unexpended or unencumbered balance remaining at the end of FY06 shall
revert to the general fund.
ADMINISTRATIVE IMPLICATIONS
The appropriation is made to hire and provide ongoing training of surveyors, but does not specify
whether funds may be used to provide office space, supplies, and other resources necessary to
support the hired surveyors. CYFD would absorb such costs from existing resources.
