SUMMARY
Synopsis of Bill
House Bill 794 amends the Election Code (Section 1-19-31 NMSA 1978) to allow campaign ex-
penditure and contributions reports to be electronically authenticated using an electronic signa-
ture as prescribed by the Secretary of State. The Secretary of State’s prescribed electronic signa-
ture must conform to the Electronic Authentication of Documents Act and the Uniform Elec-
tronic Transactions Act.
ADMINISTRATIVE IMPLICATIONS
The Secretary of State is responsible for maintaining campaign expenditure and contribution re-
cords. The administrative impact would be minimal.
ALTERNATIVES
Election reform legislation can be analyzed during the interim allowing for more input from vot-
ers and others concerned with election reform.
