SUMMARY
Synopsis of Bill
House Bill 769 – Making an Appropriation for the Teacher Education Development Center in
Grants – appropriates $50,000 from the general fund to the Board of Regents of New Mexico
State University for expenditure in FY06 to increase the number of students in the teacher educa-
tion center in Grants and to increase the number of teachers who complete the program. Any un-
expended or unencumbered balance remaining at the end of FY06 shall revert to the general
fund.
Significant Issues
PED indicates that the Teacher Education Development Center (TEDC) at NMSU, Grants Cam-

pus helps future teachers build their basic skills in reading, writing and math. Further that this
program could help address the department’s on-going work to increase the pool of potential
teachers and thereby increase the percent of classes being taught by “highly qualified” teachers
in high-need schools. These efforts could help PED meet the requirements set forth in the fed-
eral No Child Left Behind Act of 2001 with respect to the criteria that all teachers teaching in
core academic subjects must be “highly qualified” by the end of the 2005-2006 school year.
NMSU notes that this initiative has two principal goals:
to provide for instructional assistance to strengthen the basic skills of students
wishing to enter teacher education programs; and
to address the state-wide teacher shortage by recruiting and supporting area citi-
zens who wish to pursue a career in education.
NMSU adds that, to date, the TEDC program has served over 100 students (full-time and part-
time) and some forty potential new teachers. These education students and potential teachers are
nearing completion of approximately 50 percent of the outcomes originally identified in the
TEDC grant. Without additional funds, these participants risk not completing the program. Fur-
ther, that with the funds appropriated by this legislation, up to 150 additional education students
and prospective teachers can be served by the TEDC.
CHE indicates that this request was not on the list of priority projects submitted by the NMSU
Board of Regents to CHE for review. Accordingly, the request was not included in the commis-
sion’s funding recommendation for FY06.
PERFORMANCE IMPLICATIONS
NMSU notes that this legislation will enhance the outcomes of the NMSU TEDC at Grants, in
that the center will be able to identify additional students and potential teachers for the Cibola
County region.
FISCAL IMPLICATIONS
The appropriation of $50,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of FY06 shall revert to the gen-
eral fund.
ADMINISTRATIVE IMPLICATIONS
New Mexico State University would retain oversight of this appropriation.

WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL.
NMSU notes that the are approximately 150 teacher vacancies projected over the next 5 years in

Cibola County and a consequence of not enacting this bill would be that the vacancies would ei-
ther go unfilled, or be filled by under-prepared teachers. Further, without an ability to assist edu-
cation students with basic skills development, the pool of quality teachers will continue to dimin-
ish.
