Synopsis of Bill

House Bill 758 appropriates $714,954 from the general fund to EDD for staff and administrative

expenses at a halfway house.

Significant Issues

EDD does not have the capacity, staff or technical expertise to administer a halfway house and

halfway houses do not fall within EDD’s mission of creating jobs and assisting businesses.

The particular halfway house is not specified in any way.

FISCAL IMPLICATIONS

The appropriation of $714,954 contained in this bill is a recurring expense to the general fund.

Any unexpended or unencumbered balance remaining at the end of FY06 shall revert to the gen-

eral fund.
