SUMMARY
Synopsis of Bill
HB 689 appropriates $35 thousand from the general fund to the Board of Regents of New Mex-
ico State University for expenditure in FY06 to expand and enhance the music department and
jazz band at the Alamogordo branch.
Significant Issues
The mission of New Mexico State University’s Music Department is:
to prepare students for careers in music education, business, and /or performance,
to give the student body opportunities to perform, study and experience music,
to enhance the cultural lives of our constituency by the performance of superior music,
to create an artistic environment which fosters personal growth essential to a healthy so-
ciety.
FISCAL IMPLICATIONS
The request was not on the list of priority projects submitted by New Mexico State University to
the CHE for review. Consequently, this request was not included in the Commission’s funding
recommendation for FY06.

The appropriation of $35 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY06 shall revert to the
general fund.
ADMINISTRATIVE IMPLICATIONS
The NMSU music department is accredited by the National Association of Schools of Music.
