SUMMARY
Synopsis of Bill
House Judiciary Committee Substitute for House Bill 608 amends the Public Assistance Act by
requiring The Human Services Department to collect information on employers of Medicaid re-
cipients through a data match with the Department of Labor one time each fiscal year.
The Public Assistance Act is further amended by requiring the Human Services Department to
submit a report by November 1, 2006 and annually thereafter to the interim legislative Welfare
Reform Oversight Committee listing the names of employers who employ twenty-five or more
recipients of Medicaid. The report will be developed through an agreement and share of data
with the Department of Labor and Human Services Department. The report shall include all re-
cipients employed by the employer and its subsidiaries at all locations within the state and in-
clude location of employment, total number of employees and dependents receiving assistance
and the total cost to the state of providing the public assistance.

Significant Issues
HSD indicates this will require department programming to complete this match and a Memo-
randum of Understanding (MOU) between HSD and DOL to establish the data match and protect
the confidentiality of the data transmitted. This would be developed into a comprehensive report
to be provided to the interim Welfare Reform Oversight Committee.
FISCAL IMPLICATIONS
Enhancements to the interface between HSD and DOL must be made with a level of effort of
staff hours at 160 programming hours by HSD and 40 programming hours by DOL. HSD and
DOL would need to develop an agreement to complete the data match report.
OTHER SUBSTANTIVE ISSUES
The bill does not indicate what action, if any, the Welfare Reform Oversight Committee is to
take upon receipt of the report.
