SUMMARY
Synopsis of Bill
House Bill 579 appropriates $30.0 to PED for a Santa Fe public school project to automate the
individualized education plan process (IEP).
Significant Issues
According to PED, the Special Education Bureau of PED currently has an online PDF format.
Santa Fe Public Schools would like to create and customize an IEP template that will meet its
specific needs.
This electronic format will assist the Santa Fe district in assuring that all elements of the IEP are
addressed, and that IEP’s and special education re-evaluations are current.
PERFORMANCE IMPLICATIONS
The IEP process is included in the content standards, benchmarks and pre-school performance
standards.

FISCAL IMPLICATIONS
House Bill 579 appropriates $30.0 from the general fund and is recurring. The FY06 budget rec-
ommendations of the Legislative Finance Committee, Legislative Education Committee and the
executive include categorical public school support, $5,000.0 for the Educational Technology
Fund. This fund is distributed to school districts for technology programs and enhancements to
technology programs.
ADMINISTRATIVE IMPLICATIONS
PED would monitor the IEP process of the Santa Fe school district in the development of the
electronic format.
OTHER SUBSTANTIVE ISSUES
How many of the remaining school districts including charter schools have or are in the process
of automating their Individualized Education Plan process. Does PED have an IT plan that
would include automating the 89 school districts IEP process. Can the PED Accountability Data
System (ADS) accommodate the electronic format and report valid data that is consistent in all
89 school districts.
