SUMMARY
Synopsis of Bill
House Bill 560 amends the responsibilities of the Secretary of State to include a requirement that
the Secretary of State have the authority to direct the county clerks to carry out the clerk’s elec-
tion duties. The bill further requires that the Secretary of State to direct the county clerks to ap-
point county supervisors of elections who are to carry out the county clerks’ election duties when
requested to do so by their county commission.
Significant Issues
The provisions of this bill would require the county governments to budget for the position of
county supervisor of elections. The bill does not outline the necessary qualifications for a county
supervisor of elections, however, because the county commissions will have to approve the per-
son hired to fill the position, it may be the counties’ responsibility to determine the qualifications
for the position. In any case, the Secretary of State should be involved in determining the qualifi-
cations for this position.
