SUMMARY
Synopsis of Bill
House Bill 525 revises the criteria for grant applications under the Regional Juvenile Services
Act.
Significant Issues
The bill revises portions of the Regional Juvenile Services Act to increase from one regional sys-
tem to eight systems. Tribal governments will be encouraged to join in with the state, counties
and municipalities to provide juvenile services.
The bill revises the grant application process to require the formal identification and organization
of the regions in order for funding under the grant. The bill also increases the amount of funding
from sixty percent of the total annual cost to ninety percent of the annual cost for the project.
Local match of project costs would be required under the revised language. Local match may
include cash, land, equipment or in-kind services. The amount of the local match was not identi-
fied.

FISCAL IMPLICATIONS
The Regional Juvenile Services Act is currently not funded by the legislature. The Act provides
that CYFD through the Juvenile Justice Advisory Committee, administer the Grant funds.
TECHNICAL ISSUES
CYFD recommends that the number of regions correspond to the six regions recognized by
health and human services agencies rather than the eight proposed in the bill.
