SUMMARY

Synopsis of Bill

House Bill 487 appropriates $6,000.0 for a computerized learning system that aligns Public

School curricula to New Mexico academic content standards and the statewide assessment pro-

gram.

Significant Issues

According to PED, House Bill 487 would fund the continued development and implementation

of a computerized learning system that aligns public schools curricula to criterion reference tests,

New Mexico Content Standards and Benchmarks, current adopted textbooks and the PED volun-

tary curriculum.

The department indicates that a computerized learning system able to align lessons and assess-

ments to all content standards and textbooks would be a useful tool for classroom teachers. This

would also provide teachers with a management system to track grade-level skills development.

PERFORMANCE IMPLICATIONS

The department indicates that the legislation addresses a strategic goal relating to Academic

Achievement: To establish clear and high standards in all academic and vocational subjects and

ensure that assessments are aligned with content, benchmark and performance standards; require

alignment of school curricula with performance standards.

FISCAL IMPLICATIONS

House Bill 487 appropriates $6,000.0 to PED from the general fund and is recurring. The FY06

budget recommendation by the executive, LFC and LESC include $5,000.0 for the Education

Technology Fund which is at the same level as the current year.

ADMINISTRATIVE IMPLICATIONS

PED staff would be required to coordinate the development of an RFP and monitor the district

review process, develop a contract for services and monitor the performance of the selected con-

tractor.
