SUMMARY
Synopsis of Bill
HB 458 appropriates $40 thousand from the general fund to the ALTSD for FY06 to provide for
a Senior Citizens Emergency Assistant Agent for the Rio Rancho Meadowlark Senior Center.
Significant Issues
The Senior Citizens Emergency Assistant Agent will coordinate and facilitate seniors and their
caregivers’ accessibility to community and county resources.
The Agent will also assist seniors
regarding advocacy issues and emergency referral needs.
Senior centers provide a place for seniors to gather with other active, mature adults and partici-
pate in educational classes; classes in crafts, writing, photography, art, dance, foreign languages,
exercise and computer skills; a lunch program, and other group activities. Meadowlark Senior
Center assists with services, problems or other information for persons over 55 and their caregiv-
ers. The center also helps seniors identify Federal and State benefit programs for which they may
be eligible.
PERFORMANCE IMPLICATIONS
HB 458 supports the ALTSD mission to assist older persons and their families address auton-

omy, health, economic well-being, community involvement, and personal responsibility to
achieve the highest quality of life possible.
FISCAL IMPLICATIONS
The appropriation of $40 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY06 shall revert to the
general fund.
ALTSD reports this appropriation request was not submitted for inclusion into the Aging Net-
work Legislative Package.
The LFC FY06 recommendation is balanced between revenues and expenditures and any in-
crease in recurring funding must be offset by reductions in other areas of the recommendation.
The Legislature must consider all priorities and funding requirements to find revenue to support
this legislation.
ADMINISTRATIVE IMPLICATIONS
Appropriation request will be administered by ALTSD.
WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL.
The ALTSD report emergency assistance may have to be conducted with existing staff or volun-
teers.
