SUMMARY
Synopsis of Bill
House Bill 451 appropriates $2,000.0 from the general fund to the Department of Public Safety
for the purpose of acquiring an integrated, automated fingerprint identification system.
PERFORMANCE IMPLICATIONS
The current Automated Fingerprint Imaging System (AFIS) is outdated and the vendor stopped
supporting the system at the end of December 2004. This creates significant performance impli-
cations in maintaining files on criminal fingerprints and latent fingerprints.
FISCAL IMPLICATIONS
The appropriation of $2,000.0 contained in this bill is a non-recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2006 shall
revert to the general fund.

ADMINISTRATIVE IMPLICATIONS
OCIO reports AFIS will require Information Technology Certification.
CONFLICT, DUPLICATION, COMPANIONSHIP, RELATIONSHIP
OCIO reports the proposed legislation duplicates the executive recommendation for computer
enhancement fund IT Special Appropriation in House Bill 2. They state DPS requested $2,900.0
to complete the project which matches the executive recommendation.
The Legislative Finance Committee recommends an IT Special Appropriation of $3,000.0 from
the general fund for implementation of AFIS and replacement of the Interim Distributed Imaging
System, contingent on using the proposed fee revenue (currently $19) to first resolve the backlog
of paper forms and then to be held in reserve for future computer system enhancements to AFIS.
The funding is also contingent on a favorable assessment by the New Mexico Institute of Mining
and Technology.
OTHER SIGNIFICANT ISSUES
The proposed legislation appropriates $2,000.0 which is $900.0 less than DPS reports is needed
to update AFIS.
