SUMMARY
Synopsis of Bill
House Bill 450 appropriates $400.0 from the general fund to Department of Public Safety for the
purpose of expanding the use of Computer-Assisted Dispatch (CAD) systems in state police ve-
hicles.
PERFORMANCE IMPLICATIONS
DPS reports not all field officers have the same access to this technology reducing their potential
effectiveness in supporting the Department’s incentives.
FISCAL IMPLICATIONS
The appropriation of $400.0 contained in this bill is a non-recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2006 shall revert
to the general fund.

TECHNICAL ISSUES
The proposed legislation refers to Computer-Assisted Dispatch system; however, the correct
name for the technology is Computer-Aided Dispatch system.
OTHER SUBSTANTIVE ISSUES
DPS reports they have invested $4.4 million in the Computer-Aided Dispatch project. The De-
partment has concerns regarding unfunded recurring program maintenance costs such as licens-
ing, satellite fees and proper replacement cycle for the field mobile laptops. DPS states a fully
funded replacement cycle is critical to continued operations.
