SUMMARY
Synopsis of Bill
House Bill 358 appropriates $438 thousand from the general fund to the Crime Victims Repara-
tion Commission for the purpose of funding services to family and friends of homicide victims.
The bill itemizes the appropriation for providing the services.
FISCAL IMPLICATIONS
The appropriation of $438 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2006 shall
revert to the general fund.
ADMINISTRATIVE IMPLICATIONS
CVRC reports they will need to develop a Request for Proposal as required by the state procure-
ment code, and performance measures and standards for the program. CVRC states they would
require a 5 percent administrative cost to effectively develop and monitor the program.

This bill is almost identical to House Bill 108 with the exception of itemizing the appropriation.
OTHER SUBSTANTIVE ISSUES
CVRC states the appropriation of the $438 thousand should not be itemized in statute. They en-
dorse developing the details of the program in consultation with advocates and survivors. CVRC
states this would allow more flexibility to providing services to survivors.
