SUMMARY
Synopsis of Bill
House Bill 340 appropriates $100.0 from the general fund to the Community Corrections Grant
Fund for the purpose of expanding housing assistance for male and female parolees, provided by
a corrections vendor located in Albuquerque or Santa Fe.
PERFORMANCE IMPLICATIONS
NMCD reports the proposed legislation would positively impact the Department’s ability to pro-
vide its parole programs.
FISCAL IMPLICATIONS
The appropriation of $100.0 contained in this bill is a recurring expense to the general fund. Any
unexpended or unencumbered balance remaining at the end of the fiscal year shall revert to the
general fund.

ADMINISTRATIVE IMPLICATIONS
NMCD reports the proposed legislation could reduce the workload of probation and parole offi-
cers who currently have to help their parolees find appropriate housing in the Albuquerque or
Santa Fe area.

This bill duplicates Senate Bill 279.
OTHER SUBSTANTIVE ISSUES
A felony record disqualifies a parolee for federal housing assistance. Also, parolees do not qual-
ify for Supplemental Security Income and other possible benefits prior to release. This can lead
to delay in receiving benefits making the need for transitional housing critical.
