House Appropriations and Finance Committee amendment to House Bill 58 removes the appro-
priation.
Synopsis of Original Bill
House Bill 58 creates the New Mexico Sports Authority, provides for 25 members of the public
appointed by the governor and 6 ex-officio voting members, limits the term of appointments to
four years, creates one co-chairperson from the public and one co-chairperson from the ex-
officio membership, attaches the Sports Authority administratively to the Tourism Department,
identifies its duties, and appropriates $400.0 from the general fund to the Sports Authority for its
operating expenses in FY06.

Significant Issues
The FY06 executive budget recommendation for Tourism Department included $400.0 for the
same purpose.
The Tourism Department indicates the Sports Authority may be in a position to generate and re-
ceive revenue from sponsorships or other activities. If so, Tourism Department indicates the
Sports Authority may need authorization to create and manage an enterprise fund.
PERFORMANCE IMPLICATIONS
The Office of the Governor indicates the Sports Authority will develop a strategic plan for re-
cruiting and retaining all forms of professional and amateur sporting events, identify existing and
future infrastructures and locations, and foster relationships between event organizers, sponsors,
and state and local government agencies.
FISCAL IMPLICATIONS
The appropriation of $400.0 contained in this bill is a recurring expense to the general fund. Any
unexpended or unencumbered balance remaining at the end of FY06 shall revert to the general
fund.
ADMINISTRATIVE IMPLICATIONS
The Sports Authority will be administratively attached to the Tourism Department. Six ex-
officio voting members are to be appointed and will be the Superintendent of Regulation and Li-
censing, the Secretary of Economic Development, the Secretary of Tourism, the Secretary of
Taxation and Revenue, the Chief Counsel to the Governor, and the Governor’s Deputy Chief of
Staff for legislative affairs.
WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL.
The Governor’s Office indicates there will be less economic development and less improvement
in the quality of life for New Mexico citizens.
