SUMMARY

Synopsis of Bill

House Bill 36 appropriates $125 thousand from the general fund to the Cultural Affairs Depart-

ment in FY05 and FY06 to conduct a statewide arts conference and regional workshops in rural

areas for training and development in arts marketing and fundraising. Any remaining balance at

the end of fiscal year 2006 would revert to the general fund.

Significant Issues

According to the arts division of the Cultural Affairs Department, that division completed a three

year plan in FY04, which is required to receive federal funding from the National Endowment

for the Arts. One of the top priorities voiced by constituents statewide was the development of

an arts conference and regional workshops. Twenty-three meetings were held statewide and a

survey was conducted, and an arts conference was requested by the majority of those constitu-

ents. New Mexico Arts has not been able to serve constituents in this capacity for at least 10

years because of lack of funding.

The Department of Indian Affairs indicates that, in rural New Mexico, workshops in marketing

and fundraising (specifically grant writing) would be helpful to isolated communities and to

those individuals who need assistance in marketing their artwork to a larger audience. Tourism

in New Mexico is largely based on art—Native, Hispanic, contemporary, traditional--and a

statewide arts conference would help to showcase the unique artistic talents of New Mexicans.

A coordinated effort with regional museums, the Museums of New Mexico, the New Mexico

tribes, rural communities, and youth and senior organizations, and grass roots organizations

would make this a successful effort. HB 36 would also provide entrepreneurship opportunities

for rural communities. Likewise, organizations would thrive with grant writing workshops.

FISCAL IMPLICATIONS

The appropriation of $125 thousand contained in this bill is a recurring expense to the general

fund. Any unexpended or unencumbered balance remaining at the end of FY06 shall revert to the

general fund.

ADMINISTRATIVE IMPLICATIONS

DCA should coordinate this program with New Mexico tribes, the Tourism Department, Eco-

nomic Development Department, art organizations and institutions of higher education.
