SUMMARY
Synopsis of Bill
House Bill 28 amends Section 1-6-10.2 NMSA 1978 (being Laws 2003, Chapter 378, Section 1)
with a provision requiring the county clerk to report to the Secretary of State the number of vot-
ers who signed the signature roster in each precinct, the number of provisional ballots cast in
each precinct, and the total number of each type of paper ballot printed, cast, spoiled or de-
stroyed by the county for the election. The bill further requires that the Secretary of State post
this information on the Secretary of State’s website.
Significant Issues
According to the Secretary of State:
“Reporting the number of voters who signed the signature roster and the number of pro-
visional ballots cast in each precinct is already tabulated and reported by precinct judges,
county clerks and canvassing boards and reported to the Secretary of State. Reporting the
number of ballots printed, in terms of the language of this bill is unclear.”
