SUMMARY
Synopsis of Bill
House Bill 19 requires that absentee ballots be sent to a federal qualified elector or overseas vot-
er as soon as possible after the request is received by the voter’s county elections office.
House Bill 19 also reconciles multiple amendments by repealing laws 2003, Chapter 356, Sec-
tion 18.
Significant Issues
This bill would apply to the absentee ballots of overseas voters and federal qualified electors.
These categories include voters who are residing outside the United States but are still qualified
to vote, and members of the armed services and their spouses who are away from their official
residences because of their active service.

The Secretary of State indicates that the requirements of the bill should not pose a burden to New
Mexico’s county clerks.

House Bill 226 also amends 1-6-4 NMSA 1978 by requiring the Secretary of State to furnish ab-
sentee ballot applications to the county clerks’ offices and to require that absentee ballot applica-
tions be delivered by the county clerks’ offices in person or by mail.
