A MEMORIAL

REQUESTING THE BOARD OF BARBERS AND COSMETOLOGISTS TO CONSIDER REGISTERING OR LICENSING APPRENTICES OR INTERNS IN THE OCCUPATIONS LICENSED BY THE BOARD.

     WHEREAS, beauty culture includes barbering, cosmetology, esthetics, electrology, nail management and much more; and

     WHEREAS, young people may think they have some talent for doing hair or nails, for example, but need experience to know whether they want to turn a skill into a career; and

     WHEREAS, pre-school experience in a barber shop, beauty salon or spa may encourage young people to explore the possibilities of careers in barbering or cosmetology; and

     WHEREAS, for hundreds of years, serving an apprenticeship was how one learned one's trade; and

     WHEREAS, many licensed occupations and professions require internships to give the school graduate a chance to learn how to apply academic knowledge in real-world situations and make the transition to full practitioner;

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF NEW MEXICO that the board of barbers and cosmetologists consider the efficacy of developing apprenticeships and internships for people who have an interest in beauty culture and would like the opportunity to learn more before committing to the expense and time of school or who want postgraduate experience in their chosen field of beauty culture; and

     BE IT FURTHER RESOLVED that the board report on this matter to the second session of the forty-seventh legislature; and

     BE IT FURTHER RESOLVED that a copy of this memorial be transmitted to the board of barbers and cosmetologists.
