I request that the following change be made to a prior appropriation:

The unexpended balance of the appropriation originally authorized in Subsection 399 of

Section 22 of Chapter 110 of Laws 2002 and reauthorized to the board of regents at New

Mexico state university for the project in Laws 2003, Chapter 429, Section 199 for athletic

facility improvements shall not be expended for the original or reauthorized purpose but is

appropriated to the local government division to plan, design and construct the Sam Graff

park in Las Cruces in Dona Ana county.
