AN ACT

RELATING TO FACILITIES; PROVIDING NEEDED IMPROVEMENTS TO CRITICAL TRAINING AND MILITARY FACILITIES OF BROAD LEGISLATIVE INTEREST; MAKING APPROPRIATIONS; DECLARING AN EMERGENCY.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     Section 1. LEGISLATIVE FINDINGS.--The legislature finds:

          A. the military presence in New Mexico is of critical importance to all of the citizens of New Mexico;

          B. broad support of our homeland security facilities is important to the well-being and security of all of the citizens of this country and ensuring that these facilities are well-maintained and functional is a significant part of our state's responsibilities; and

          C. facilities appropriate for training for counterterrorism activities are critical for the protection of our nation's food and water supplies and our borders.

     Section 2. APPROPRIATIONS.--

          A. The following amounts are appropriated from the general fund to the board fo regents of New Mexico institute of mining and technology for expenditure in fiscal years 2005 through 2008 for the Playas counterterrorism and military training facility for the following purposes:

                (1) eight million two hundred ten thousand dollars ($8,210,000) to install a ten-thousand-foot runway to support C130 aircraft and to stabilize the existing runway road and tie-down area;

                (2) four hundred thousand dollars ($400,000) to renovate housing to support military troop housing requirements, including remodeling facilities to maximize floor plans for sleeping quarters to house a total of five hundred sixty troops, repainting, new flooring and furnishings;

                (3) two hundred fifty thousand dollars ($250,000) to renovate and remodel multistory buildings both in existing housing areas and in an isolated compound;

                (4) two hundred eighty-five thousand dollars ($285,000) for a target area for aircraft live fire on multiple targets and for a live fire target range for both handgun and rifle qualification;

                (5) four hundred fifty thousand dollars ($450,000) for a maintenance building to support military wheel and track vehicles and Playas equipment maintenance repair functions;

                (6) six hundred thousand dollars ($600,000) to purchase additional land for the facility;

                (7) two hundred fifty thousand dollars $250,000) for air conditioners for the mercantile building;

                (8) seventy-five thousand dollars ($75,000) for a portable ammunition storage magazine for small arms; and

                (9) three hundred thousand dollars ($300,000) to chip seal twelve miles of road leading to the training facility.

          B. Any unexpended or unencumbered balance remaining at the end of fiscal year 2008 shall revert to the general fund.

     Section 3. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
