AN ACT

MAKING AN APPROPRIATION FOR DISABILITY PARKING PLACARD REPLACEMENT; DECLARING AN EMERGENCY.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     Section 1. APPROPRIATION.--One hundred sixty thousand dollars ($160,000) is appropriated from the general fund to the taxation and revenue department for expenditure in fiscal year 2006 by the motor vehicle division to replace existing disability parking placards with new numbered placards, accompanied by an identification card, stating the person to whom it was issued and the person's driver's license number and photograph. Any unexpended or unencumbered balance remaining at the end of fiscal year 2006 shall revert to the general fund.

     Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
