AN ACT

MAKING AN APPROPRIATION TO THE BOARD OF REGENTS OF NEW MEXICO HIGHLANDS UNIVERSITY TO ESTABLISH A SOUTHWEST ECOLOGICAL INSTITUTE.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     Section 1. APPROPRIATION.--Four hundred fifty thousand dollars ($450,000) is appropriated from the general fund to the board of regents of New Mexico highlands university for expenditure in fiscal year 2006 to establish a southwest ecological institute at New Mexico highlands university. Any unexpended or unencumbered balance remaining at the end of fiscal year 2006 shall revert to the general fund.
