AN ACT

MAKING AN APPROPRIATION TO IMPROVE OUTCOMES OF TREATMENT FOR STROKE PATIENTS; DECLARING AN EMERGENCY.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     Section 1. APPROPRIATION.--

          A. Forty-one thousand dollars ($41,000) is appropriated from the general fund to the department of health for expenditure in fiscal years 2005 and 2006 to provide the following amounts for the following purposes to improve outcomes of treatment for stroke patients:

                (1) thirty thousand dollars ($30,000) to develop four hospital-based primary stroke centers to provide for rapid stroke treatment in fifty percent of the state;

                (2) five thousand dollars ($5,000) to develop a standard protocol for provision of emergency medical service treatment and transportation of stroke patients that includes a comprehensive stroke treatment update for emergency medical service providers during the renewal of their licenses; and

                (3) six thousand dollars ($6,000) to develop a stroke registry to provide data for research to improve stroke outcomes.

          B. Any unexpended or unencumbered balance remaining at the end of fiscal year 2006 shall revert to the general fund.

     Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
