1. Strike Senate Public Affairs Committee Amendment 1.

     2. On page 3, line 2, after the second occurrence of "members" insert ", one-third of whom shall be from rural areas,".,

and thence referred to the APPROPRIATIONS AND FINANCE COMMITTEE.
