Madam President:
Your PUBLIC AFFAIRS COMMITTEE, to whom has been referred
SENATE BILL 441
has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:
1. On page 1, line 13, strike "LICENSED WRECKERS OF VEHICLES" and insert in lieu thereof "CERTAIN LICENSED ENTITIES".
2. On page 1, line 21, after "a" insert "motor".
3. On page 2, line 1, after "been" insert "burned, destroyed or otherwise".
4. On page 2, lines 2 and 3, strike "repaired for safe operation on the highway" and insert in lieu thereof "returned to a condition that is legal for operation on the highways of this state".
5. On page 3, lines 5 through 11, strike Subsection C in its entirety and insert a new Subsection C to read:
"C. "salvage vehicle" means a motor vehicle, other than a nonrepairable vehicle, that is damaged by collision, fire, flood, accident, theft, vandalism or other occurrence, excluding hail damage, to the extent that the owner, leasing company, financial institution having an interest in the salvage vehicle or insurance company insuring the salvage vehicle considers it uneconomical to repair;".
6. On page 7, lines 3 through 7, strike Paragraph (1) in its entirety and insert a new Paragraph (1) to read:
"(1) a person whose motor vehicle has been stolen or taken without that person's consent unless, if the motor vehicle is recovered, it is a salvage vehicle or a nonrepairable vehicle; or".
7. On page 7, line 8, before "vehicle" insert "motor".
8. On page 7, line 12, before "vehicle" insert "motor".
9. On page 7, line 13, before "vehicle" insert "motor".
10. On page 7, line 20, after "vehicles" strike "for reclaimable parts or scrap material" and insert in lieu thereof:
"or a person licensed by a jurisdiction outside of this state to process motor vehicles by dismantling, wrecking, shredding, crushing, selling motor vehicles for parts or scrap material or otherwise disposing of motor vehicles".
11. On page 7, line 21, after "repaired" insert ", reconstructed or restored".,
and thence referred to the CORPORATIONS AND TRANSPORTATION COMMITTEE.
