    Your PUBLIC AFFAIRS COMMITTEE, to whom has been referred

SENATE BILL 314

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 1, line 15, strike "OMBUDSMAN" and insert "CONSTITUENT SERVICES PROGRAM".

    2. On page 2, line 14, strike "Wherever", strike all of line 15 and on line 16, strike "organization" and insert in lieu thereof "Services shall be delivered in a consumer-oriented model".

    3. On page 3, line 11, after "Section 5." strike the remainder of the line, strike all of lines 12 and 13 and insert in lieu thereof the following:

    "INDEPENDENT CONSTITUENT SERVICE PROGRAM--DUTIES.--An

    independent "constituent services program" is created. The

    program".

    4. On page 3, line 14, strike "office" and after "shall" insert "review all fiscal matters and".

    5. On page 3, line 18, strike "office" and insert "program".

    6. On page 3, line 23, after "activities" insert "and expenditures".,

and thence referred to the RULES COMMITTEE.
