    1. On page 2, strike lines 19 through 21 in their entirety and insert in lieu thereof:

             "(2) the presidents, or their designees, of the university of New Mexico, New Mexico state university and New Mexico institute of mining and technology;".

    2. On page 2, line 23, after "governor" insert "with the consent of the senate".
