has had it under consideration and reports same WITHOUT RECOMMENDATION, amended as follows:

    1. On page 2, strike Subsection E in its entirety and insert a new Subsection E:

         “E. A municipality or county may use impact fees for the sole purpose to offset the impact of growth or development within its jurisdiction.”

    2. On page 2, line 17, after “The” insert “sole”.
