    1. On page 3, line 3, strike "surcharges" and insert in lieu thereof "this surcharge" and before the period insert "; to the state, a county, a municipality or other governmental entity; to a public school district; or to a public institution of higher education".,

and thence referred to the JUDICIARY COMMITTEE.
