Mr. Speaker:

    Your TRANSPORTATION COMMITTEE, to whom has been referred

HOUSE BILL 460

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 8, between lines 9 and 10, insert the following

new subsection:

          "C. owned by nonresidents and used in this state only for organized and endorsed competition purposes; provided that the use is not on a rental basis;".

     2. Reletter the succeeding subsections accordingly.

     3. On page 13, line 24, after "license" insert ", instructional permit or provisional license".

     4. On page 14, line 2, before "vehicle" insert "all-terrain".

     5. On page 14, line 15, after the period insert:

     "This subsection shall not apply to an off-highway motor vehicle that is sold or offered for sale only for organized competition.".

     6. On page 16, line 7, after "1978" insert ", except in areas designated by and permitted by rules adopted by the secretary of energy, minerals and natural resources".,

and thence referred to the JUDICIARY COMMITTEE.
