AN ACT

MAKING AN APPROPRIATION TO PROVIDE SERVICES TO SURVIVORS OF HOMICIDE.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     Section 1. APPROPRIATION.--

          A. Four hundred thirty-eight thousand dollars ($438,000) is appropriated from the general fund to the crime victims reparation commission for expenditure in fiscal year 2006 for the following purposes and in the following amounts:

                (1) twenty-three thousand dollars ($23,000) for emergency costs, including transportation for family members' attendance at funerals, arraignments, murder scene clean-up, repairing perpetrator damage, safety equipment and emergency funeral costs;

                (2) twenty-five thousand dollars ($25,000) for travel costs for relatives of victims, advocacy coordinators, advocates and agency director, including lodging and meals;

                (3) thirty-five thousand dollars ($35,000) to pay for the administrative salary for a statewide advocacy director;

                (4) one hundred thirty-two thousand five hundred dollars ($132,500) for salaries of regional victims advocates who cover five regions of the state;

                (5) thirty-seven thousand five hundred dollars ($37,500) for mileage reimbursement for travel for victims services, training, program outreach and chapter visits by regional victims advocates, the agency director and the statewide advocacy coordinator;

                (6) eighteen thousand dollars ($18,000) for community awareness educational materials;

                (7) sixty-five thousand dollars ($65,000) for the administrative salary for an executive director;

                (8) twelve thousand dollars ($12,000) for a statewide survivors conference;

                (9) twenty-three thousand dollars ($23,000) for workshops and training for staff and criminal justice officials;

                (10) fifty-one thousand dollars ($51,000) for personnel and contracts, including an administrative assistant, clerical assistance and community professionals; and

                (11) sixteen thousand dollars ($16,000) for communication systems, including equipment for mobile coordinators.

          B. Any unexpended or unencumbered balance remaining at the end of fiscal year 2006 shall revert to the general fund.
