AN ACT

MAKING AN APPROPRIATION TO THE INDIAN AFFAIRS DEPARTMENT FOR A CONTRACT STUDY OF LONG-TERM SOLUTIONS TO THE FUNDING CRISIS AFFECTING URBAN INDIAN HEALTH SERVICES; DECLARING AN EMERGENCY. 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     Section 1. APPROPRIATION.--Fifty thousand dollars ($50,000) is appropriated from the general fund to the Indian affairs department for expenditure in fiscal years 2005 and 2006 for a study and report on strategies for solving the long-range problem of identifying and generating adequate funding of urban Indian health services. The department shall contract with an organization capable of integrating the input of all tribal entities currently involved in the administration of the Indian health service in New Mexico's urban areas, of generating a report and appearing before the legislative Indian affairs committee by October 2005 and with expertise in Indian affairs policy. Any unexpended or unencumbered balance remaining at the end of fiscal year 2006 shall revert to the general fund.

     Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
