AN ACT
MAKING AN APPROPRIATION TO THE UTTON TRANSBOUNDARY RESOURCES CENTER AT THE UNIVERSITY OF NEW MEXICO FOR AN OFFICE OF WATER RIGHTS OMBUDSMAN.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
Section 1. APPROPRIATION.--Three hundred thirty-two thousand four hundred dollars ($332,400) is appropriated from the general fund to the board of regents of the university of New Mexico for expenditure in fiscal year 2006 for personnel, equipment, office space and administrative overhead to establish an office of water rights ombudsman at the Utton transboundary resources center to provide public education statewide on water rights and to assist water rights claimants and the courts in adjudication of water rights. Any unexpended or unencumbered balance remaining at the end of fiscal year 2006 shall revert to the general fund.
