FOR THE LEGISLATIVE EDUCATION STUDY COMMITTEE

 

AN ACT

RELATING TO HIGHER EDUCATION; REQUIRING STANDARDIZED PLACEMENT TESTS IN PUBLIC POST-SECONDARY EDUCATIONAL INSTITUTIONS; LIMITING STATE FUNDING FOR FAILURE TO COMPLY.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     Section 1. STANDARDIZED PLACEMENT TESTS--FAILURE TO COMPLY.--The commission on higher education shall adopt and promulgate standardized placement tests for general education requirements for use by all public post-secondary educational institutions. In adopting the placement tests, the commission shall take into account the requirement that high school curricula and end-of-course tests be aligned with the public post-secondary educational institutions and the requirements of the Post-Secondary Education Articulation Act. A public post-secondary educational institution that does not use the standardized placement tests shall not receive funding from the state general fund.

     Section 2. APPLICABILITY.--Section 1 of this act applies to placement tests given to students beginning with the 2006 fall semester.
