    Your FINANCE COMMITTEE, to whom has been referred

     HOUSE ENERGY AND NATURAL RESOURCES COMMITTEE SUBSTITUTE FOR HOUSE BILL 78

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 6, line 18, after "MANAGEMENT", insert

"--EXCEPTION".

    2. On page 6, line 22, strike "five dollars ($5.00)" and insert in lieu thereof "three dollars ($3.00)".

    3. On page 7, line 25, strike the ending quotation mark.

    4. On page 7, after line 25, insert the following new subsection:

         "D. A habitat management stamp shall not be required for persons under the age of eighteen."".
