HOUSE BILL 4



has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:


    1. On page 2, line 13, strike the figures under the Other State Funds, Federal Funds and Total/Target columns and insert in lieu thereof:


              "17,628.5         3,799.7  21,428.2".


    2. On page 2, lines 14 and 15, strike the figures under the Other State Funds and Total/Target columns and insert in lieu thereof:


             "73,911.1                  245,162.9

              52,162.5                   180,952.2".


    3. On page 2, line 21, strike ".55" and insert in lieu thereof "1.85".


    4. On page 3, lines 6 and 7, strike the figures under the Other State Funds and Total/Target columns and insert in lieu thereof:


             "48,878.0                  49,826.0

              90,778.1                   91,302.1".


    5. On page 3, line 17, strike the figures under the Other State Funds and Federal Funds columns and insert in lieu thereof:


             "22,030.8         1,317.1".


    6. On page 3, line 23, strike "2.5%" and insert in lieu thereof "5%".


    7. On page 3, between lines 24 and 25, insert the following:


"The department of transportation is authorized to expend six million seven hundred seventy-five thousand eight hundred dollars ($6,775,800) from the department of transportation base budget, consisting of one million three hundred thirty-five thousand eight hundred dollars ($1,335,800) from the state road fund and five million four hundred forty thousand dollars ($5,440,000) from federal funds, to implement a fiber-optic infrastructure for one district, an offender history database, a national modeling and analysis program, an administrative office of the courts interlock database, a statewide deployment of roadside information elements, an integration of data from the administrative office of the courts and the traffic safety bureau, a statewide traffic record and evaluation pilot project, a materials management system, a statewide advanced traveler information system and a roadway information system and to upgrade the desktop statewide transportation improvement program. Any unexpended or unencumbered balance remaining at the end of fiscal year 2006 shall revert to the state road fund.


The department of finance and administration shall authorize expenditure of the funds for the purposes specified upon receiving certification and supporting documentation from the chief information officer that indicates compliance with the information technology commission project certification process. All hardware and software purchases funded through the appropriations shall be procured using consolidated purchasing led by the chief information officer and purchasing division of the general services department to achieve economies of scale and to provide the state with the best unit price.".


    8. Adjust totals and subtotals to correspond with these amendments.,
