    Your EDUCATION COMMITTEE, to whom has been referred

 

HOUSE BILL 3

 

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

 

     1. On page 2, line 11, strike "1,962,526.8" and insert in lieu thereof "1,978,412.4".

 

     2. On page 2, line 13, strike "100,053.1" and insert in lieu thereof "100,354.0".

 

     3. On page 2, between lines 16 and 17, insert the following:

 

     "The general fund appropriation to the transportation distribution contains sufficient funding to provide a three-fourths percent increase in the employer contribution to the educational retirement fund.".

 

     4. On page 3, between lines 5 and 6, insert the following:

 

     "The general fund appropriation for the state equalization guarantee distribution includes fifty-one million eight hundred thousand dollars ($51,800,000) to implement the forty thousand dollar ($40,000) minimum salary for level two and level three-A teachers. In order to allocate to each school district and charter school the amount needed to provide the required minimum salary for all eligible level two and level three-A teachers, the secretary of public education shall establish a unit value for fiscal year 2006 without including the fifty-one million eight hundred thousand dollars ($51,800,000) in the calculation. After verifying the amount needed by each school district and charter school, the secretary shall use the fifty-one million eight hundred thousand dollars ($51,800,000) to adjust program cost to allocate the verified amount to each school district and charter school.".

 

     5. On page 3, line 8, strike "education" and insert in lieu thereof "educational".

 

     6. On page 3, between lines 8 and 9, insert the following:

 

     "To fund elementary fine arts programs for fiscal year 2006, the general fund appropriation for the state equalization guarantee distribution includes six million dollars ($6,000,000), which the public education department shall distribute based on a cost differential of .05 multiplied by a 0.5 full-time-equivalent MEM.

 

     The general fund appropriation for the state equalization guarantee distribution includes four million dollars ($4,000,000) to fund the first year of a seven-year phase-in of elementary physical education programs, contingent on House Bill 62 or similar legislation of the first session of the forty-seventh legislature becoming law.

 

     The general fund appropriation for the state equalization guarantee distribution includes three million eight hundred thousand dollars ($3,800,000) to pay the cost of implementing a minimum salary of thirteen thousand dollars ($13,000) for educational assistants holding level two, level three and level four licenses, contingent on House Bill 137 or similar legislation of the first session of the forty-seventh legislature becoming law.".

 

     7. On page 5, strike line 4.

 

     8. On page 5, line 21, strike "100.0" and insert in lieu thereof "400.0".

 

     9. On page 5, after line 25, insert the following, with amounts under the General Fund column:

     The appropriation for charter school expanded services shall be used by the public education department to provide technical assistance to ensure the success of charter schools and to provide additional student textbooks for new charter schools.

 

     The appropriation to the teacher professional development fund shall be used to fund re: learning, regional educational technology assistance, strengthening quality in schools, service learning, golden apple, closing the achievement gap and other professional development programs. In fiscal year 2006, the public education department shall evaluate programs funded through the teacher professional development fund and provide a report to the legislative education study committee by November 2005.

 

     The appropriation for small and rural district operations shall be used by the public education department to assist school districts with memberships of two hundred or fewer to cover required operational expenditures for which the appropriated program cost is insufficient as verified by the department, to fund rural school advanced placement program acceleration and to fund initiatives that will increase student achievement in small and rural school districts as determined by the secretary of public education.

 

     The appropriation for the school-based health clinics shall be transferred to the department of health.

 

     The appropriation for the three-tiered licensure evaluation system includes five hundred thousand dollars ($500,000) to continue the implementation of the three-tiered evaluation system for teachers and an additional three hundred thousand dollars ($300,000) to develop a licensure and evaluation system for professional instructional support providers. The additional appropriation is contingent on House Bill 83 or similar legislation of the first session of the forty-seventh legislature becoming law.".

 

     10. On page 6, between lines 11 and 12, insert the following, with the amount under the General Fund column:

 

     "LEGISLATIVE COUNCIL SERVICE 200.0

     To the legislative council service to pay costs associated with a public school funding formula study, including costs to contract with one or more experts.".

 

     11. Revise all totals and subtotals to correspond with these amendments.,

 

and thence referred to the APPROPRIATIONS AND FINANCE COMMITTEE.
