A JOINT MEMORIAL

CONGRATULATING SUEDEEN G. KELLY ON HER APPOINTMENT TO THE FEDERAL ENERGY REGULATORY COMMISSION.

 

     WHEREAS, Suedeen G. Kelly was appointed to the federal regulatory commission on November 7, 2003, upon her nomination by President George W. Bush and confirmation by the United States senate; and

     WHEREAS, the federal regulatory commission regulates the transmission and wholesale sale of electricity and natural gas in interstate commerce; regulates the transmission of oil by pipeline in interstate commerce; and oversees environmental matters related to natural gas, oil, electricity and hydroelectric power; and

     WHEREAS, Ms. Kelly is amply qualified for her new position, having spent most of her legal career in the areas of public utilities and natural resources; and

     WHEREAS, Ms. Kelly has a bachelor's degree in chemistry from the university of Rochester and a doctor of jurisprudence degree from Cornell university law school; and

     WHEREAS, she served as an assistant attorney general in that office's public utilities division from 1982-1983 and was appointed by Governor Toney Anaya to the public utility commission in 1983, where she served as chairwoman in 1983 and 1984 and as a commissioner through 1986; and

     WHEREAS, Ms. Kelly taught energy law, public utility regulation, legislative process and administrative law and practice at the university of New Mexico school of law and was the editor-in-chief of the Natural Resources Journal for many years; and

     WHEREAS, Ms. Kelly also served the New Mexico legislature as an expert on energy matters and the organization of the public regulation commission; and

     WHEREAS, during Ms. Kelly's tenure as a public utility commissioner, the commission pioneered the way for wholesale power trading agreements in this and other states, and her appointment to the federal commission comes at a crucial time in energy regulation; and

     WHEREAS, Senator Jeff Bingaman said at her nomination, ". . . it is important for the West to have a voice on this key panel, and Suedeen is ideally suited for the job. As a Westerner and an expert on energy law, she will bring valuable experience and an important perspective to the work of the commission.";

     NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that congratulations be extended to Suedeen G. Kelly on her appointment to the federal energy regulatory commission; and

     BE IT FURTHER RESOLVED that a copy of this memorial be transmitted to Suedeen G. Kelly.
