A MEMORIAL
REQUESTING THE LEGISLATIVE EDUCATION STUDY COMMITTEE TO STUDY THE GOVERNANCE STRUCTURE AND RULEMAKING PROCESS OF THE NEW MEXICO ACTIVITIES ASSOCIATION.
WHEREAS, the New Mexico activities association regulates, supervises, directs and administers all interschool competitive activities, particularly sports activities, in public schools across the state; and
WHEREAS, the New Mexico activities association also controls public school academic competitions in the state; and
WHEREAS, there is very little accountability on association actions, since it is exempt from regulation by the public education department; and
WHEREAS, the association's interpretations of rules too often show a bias against individual students, and an appeal process is not clearly delineated;
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that the legislative education study committee study the governance structure and rulemaking process of the New Mexico activities association; and
BE IT FURTHER RESOLVED that the committee study the relationships between the association, school districts and the public education department; and
BE IT FURTHER RESOLVED that the study consider the need for appeals from decisions of the association; and
BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the legislative education study committee, the public education department and the New Mexico activities association.
