has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

     1. On page 1, line 11, strike "EXEMPT" and insert in lieu thereof "LEGISLATURE STUDY EXEMPTING".

     2. On page 2, line 4, after "the" insert "legislative education study committee study relevant statutes to determine if" and after "laws" insert "should".

     3. On page 2, line 5, strike "paying" and insert in lieu thereof "payment of".
