Synopsis of Bill

 

Senate Joint Memorial 79 requests that the department of game and fish engage the citizens of New Mexico in identifying alternative approaches in resolving wildlife depredation and damage issues while considering landowner and leaseholder needs.  The joint memorial also requests that the alternatives identified minimize waste of wildlife and involve judicious decisions by those killing wildlife.

 

Significant Issues

 

Senate Joint Memorial 79 recognizes that a significant portion of the economy of New Mexico depends on effective and ongoing acceptance of wildlife ranging across the landscape.

 

SJM 79 recognizes wildlife as a public trust resource and identifies many of the impacts wildlife has on the economy, landscape and landowners of New Mexico. 

 

SJM 79 further recognizes that wildlife have an impact on property interests and livelihood of private property owners.

 

The joint memorial also notes that existing statutes and associated regulations are incomplete in resolving landowner disputes and recognizes the importance of conserving wildlife while ensuring that landowners statewide are able to effectively pursue their livelihoods.

 

Senate Joint Memorial 79 requests that the department of game and fish communicate extensively and effectively with landowners and other citizens to prepare statutory language and associated regulations that reflect broad based acceptance by stakeholders and address concerns identified in the joint memorial.

 

The department of game and fish will report to the LFC by December 1, 2004.

 

FISCAL IMPLICATIONS

 

Some costs associated in organizing and conducting public meetings to gather broad based comment will utilize human resources and incur other support costs to meet the intent of the joint memorial.

 

ADMINISTRATIVE IMPLICATIONS

 

This effort may utilize considerable human resource time, taking personnel away from daily responsibilities.
