Fiscal impact reports (FIRs) are prepared by the Legislative Finance Committee (LFC) for standing finance committees of the NM Legislature. The LFC does not assume responsibility for the accuracy of these reports if they are used for other purposes.

SUMMARY

 

Synopsis of Bill

 

Senate Joint Memorial 66 instructs the department of finance and administration (DFA), the taxation and revenue department (TRD), the bureau of business and economic research at the University of New Mexico (BBER), and the legislative finance committee (LFC) to conduct separate studies examining the fiscal and administrative issues surrounding the incorporation of a new city of the west side of Albuquerque.  The studies are to be completed by October of 2004.

 

Significant Issues

 

Issues to be studied include the methods available to effectuate self-governance, the logistics of equitably dividing assets and liabilities and any other issues relevant to the legislature’s consideration of allowing west side residents to form their own city government.

 

OTHER SUBSTANTIVE ISSUES

 

Other issues of relevance include identification of a specific geographic region, perhaps with a survey, that would be interested in incorporating into a new city.  This would assist in determining property tax and other impacts.

 

The studies should examine the impacts on bonding capacity for both the city of Albuquerque and the newly formed municipality.

 

POSSIBLE QUESTIONS

 

Should the memorial formally request cooperation in conducting the studies from the city of Albuquerque, Bernalillo county or the Middle Rio Grande Council of Governments?
