Fiscal impact reports (FIRs) are prepared by the Legislative Finance Committee (LFC) for standing finance committees of the NM Legislature. The LFC does not assume responsibility for the accuracy of these reports if they are used for other purposes.

 

Current FIRs (in HTML & Adobe PDF formats) are available on the NM Legislative Website (legis.state.nm.us).  Adobe PDF versions include all attachments, whereas HTML versions may not.  Previously issued FIRs and attachments may also be obtained from the LFC in Suite 101 of the State Capitol Building North.

SUMMARY

 

Synopsis of Bill

 

Senate Joint Memorial 63 creates a subcommittee consisting of representatives from the state’s workforce support agencies and programs, state and regional workforce development boards, public school and higher education workforce training providers and the business community to study the feasibility of implementing workplace readiness certification programs in one-stop career centers, community colleges and public schools.  The memorial requires the subcommittee to submit its findings to employer groups, training providers and workforce agencies for input and to the appropriated legislative interim committee prior to November 1, 2004.

 

FISCAL IMPLICATIONS

 

There are no significant fiscal implications associated with this joint memorial.

 

ADMINISTRATIVE IMPLICATIONS

 

EDD notes extensive staff time will be necessary to work with the subcommittee in researching similar programs in other states and analyzing the costs versus benefits of implementing such a program for New Mexico.

OTHER SUBSTANTIVE ISSUES

 

NMDOL notes language in the joint memorial should specify that the recommendations of the state workforce development board’s subcommittee must be submitted as written to legislative committees.  NMDOL explains the Office of Workforce Training and Development should not amend or edit the subcommittee’s recommendations.
