Synopsis of Bill

 

Senate Bill 551 appropriates $600 thousand from the general fund to the Department of Indian Affairs for the purpose of contracting with the Navajo Nation for emergency management services in San Juan and McKinley counties.

 

Significant Issues

 

The Department of Indian Affairs reports:

 

Tribal Governments were not included in the federal government’s Homeland Security Act.  Due to the oversight, it is difficult for Tribes to access federal dollars to help protect the country from terrorism. In partnership with counties, New Mexico Tribes and Pueblos have just begun to access some of these dollars.  The Navajo Nation, which is the largest Indian nation by people and land mass in the state and the country, requires more assistance in preventing terrorism acts. 

 

FISCAL IMPLICATIONS

 

The appropriation of $600 thousand contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of Fiscal Year 2005 shall revert to the general fund.
