SUMMARY

 

Synopsis of Bill

 

Senate Bill 484 appropriates $664.5 to PED to contract for a high school dropout prevention and leadership program for Hispanic students in Albuquerque.

 

Significant Issues

 

New Mexico’s dropout rate for Hispanics is 6.7 percent (highest of all ethnic groups). The dropout rate for Albuquerque Public Schools is 8.6 percent. The PED currently provides funding, through a JPA with the Department of Health, for dropout prevention strategies and evaluation in three school districts.

 

FISCAL IMPLICATIONS

 

Senate Bill 484 appropriates $664.5 from the general fund and is recurring.

 

ADMINISTRATIVE IMPLICATIONS

 

According to PED, staff would administer the RFP process and provide oversight and technical assistance to implement the program.  The department indicates this can be accomplished with current FTE.

 

RELATIONSHIP

 

Senate Bill 484 relates to:

 

Senate Bill 265 which would appropriate $3.8 million for FY05 to support a dropout prevention leadership development and family education program plan.

 

Senate Bill 336 which would appropriate $1 million to contract with a private nonprofit organization to establish dropout prevention programs at Bernalillo, Valley, Los Lunas, Rio Grande and West Mesa high schools.
